Essay

The thesis is devoted to the development of theoretical, methodical and applied principles of the mental determinants influence on national economy structure’s transformation. The conceptual apparatus on research subject was specified; the essence of the categories “mental capital” and “mental economic potential” was defined; the content of definitions “mental economic capital” and "mental economic potential" was grounded; the correlation between mentioned determinants was identified. The system approach was applied to the identification of the essence of the national economy structure as a research object; it allowed to identify and combine the two approaches: the spatial approach - the accent is put on the identification of the system’s basic components in the conditions of its static analysis; the time approach – emphasis is made on quantitative and qualitative indicators that characterize the process of the system’s development. This allowed determining the composition of the national economy structure; identifying the hierarchical levels of its composition; analyzing the current state of its development. The classification of types of the national economy structure was made on the basis of following features: influence on the country’s development; the nature of the structure’s components; the level of innovations’ development; the level of cooperation with the world economy. The research allowed identifying the new features: the level of development (initial structure, transitive structure, and optimal structure), the level of entropy (orderly structure, dissipative structure). The scientific approaches to the definition of main mental determinants of Ukrainian society were analyzed. This allowed identifying the mental determinants that are the most influential on economic processes in Ukraine, including the following: individualism, paternalism, materialism, thrift, anti-oligarchism, distrust towards state, diligence. The theoretical and applied aspects of formation of the effective structural policy are considered. The theoretical foundations of the policy are substantiated by identification and grouping of its main components: goals, tasks, principles, methods, tools. This allowed both: to deepen the scientific principles of the development and implementation of the mechanism of convergence of the structural policy and the society’s mental space; to determine two directions of such policy formation: the development of a new and correction of the current relevant policy taking into account society’s the mental determinants.
