In the dissertation the theoretical generalization and a new solution of the scientific problem of more efficient use of existing and newest methods and instruments of state regulation of higher education of Ukraine in the conditions of a market economy.
A detailed review and appraisal of scientific researches of this problem gave the opportunity to substantiate the necessity of the state regulation of higher education. It is conditioned by the existence in Ukraine of the constitutional right to education, including the higher that the state is obliged to provide to every citizen, as well as market imperfections in this area and the specifics of providing educational services.
According to the results referring to the creative analysis of scientific works of Ukrainian and foreign researchers, the classification of methods for state regulation of higher education has been realized and a system of principles has been supplemented, on the basis of which the process of regulation of the specified sphere can be implemented.
The inadequacy of quantitative and qualitative parameters of training specialists in institutions of higher education in the field of actual needs of the national economy, which is caused by the imperfection of the methodology for calculating the need for specialists trained in state orders and the lack of the role of the state in popularizing specialties that are considered less prestigious, but extremely necessary for the national economy, is argued.
As a result of the assessment of economic methods of state regulation of higher education, it has been found that most of them are used inefficiently, which does not contribute to the development of this sphere. Analysis of the financing of higher education expenditures shows that more than 60% of these expenditures are financed at the expense of the general fund of the budget, which again emphasizes the importance of such a method of state regulation of higher education as financial support.
The ineffectiveness of state regulation of prices in the field of higher education is substantiated. It is found that the cost of one student on a public order is much higher than at the expense of legal entities and individuals, despite the fact that everyone is studying under the same conditions.
The mechanism of regulation of labor remuneration of scientific and pedagogical workers and the mechanism of lending to higher education in Ukraine has been defined in recent years by the determinants of higher education development. At the same time, it was argued that proper legal framework was formed for the use of tax instruments.
The most problematic issues related to the use of state supervision (control) methods are indicated, among them the lack of proper control over the quality of education caused by the lack of criteria for the implementation of such an assessment, as well as the politicization of the processes associated with the formation of the National Agency for the Quality Assurance of Higher Education. It also found that attracting funds from potential investors is hampered by insufficient financial transparency of higher educational institutions, as well as a decrease in the purchasing power of the population.
The strategic guidelines for the development of higher education in Ukraine have been determined and on the basis of them the approaches to improving the order of formation and placing of the state order for the training of specialists in public procurement have been developed. They consist in developing an effective system for monitoring labor market and defining a more accurate forecast of the needs of specialists and workers, as well as constructing a stabilization-and-motivational model that consists of two packets: stabilization and motivational ones.
The proposals for more effective use of the methods of state regulation of higher education in Ukraine are proposed in order to increase its competitiveness in the conditions of innovative development. In particular, methodological approaches to improving the order of determining the cost of training are developed. Also, criteria for assessing the quality of higher education are defined. They are certain indicators, which are set separately for each direction of activity of higher educational institutions, and, in general, they determine the level of knowledge, skills and other competencies acquired. The final indicators of the quality of higher education; indicators of evaluation of the quality of educational activities; indicators for assessing the quality of scientific achievements and indicators for assessing international activity are allocated.
