Stadnyk R. Implementation of the Norms of Law by Executive Authorities of Ukraine as Administrators of Public Information

The dissertation is focused on the comprehensive study of all forms of realization of law (observance, execution, use, application) by executive authorities of Ukraine as administrators of public information. The author has offered and substantiated own conception of forming theoretical and legal, methodological principles of implementing the norms of law by the indicated administrators. It has been proved that the administrators of public information at the central and territorial levels of government implement informational and managerial functions and have respectively the information and legal, administrative and legal status. The author has established the expediency of conducting research at the three levels of implementing the law: the realization of general installations; realization of general legal norms outside legal relations; realization of the norms of law in the concrete legal relations by executive authorities of Ukraine as administrators of public information. The essence and peculiarities of implementing the norms of law by the indicated administrators at all three levels of realization have been revealed. An elaborated legal model, which comprehensively takes into account the direct and indirect forms of implementing the norms of law by the indicated administrators, as well as important provisions related to specific legal relations have contributed to the determination of the peculiarities of implementing the norms of law at the third level. The author has provided propositions to the improvement of the current legislation of Ukraine in the field of public information and law enforcement activities of executive authorities of Ukraine as administrators of public information in the context of the development of the information society.
