Essay

The object of research is the process of public stimulation of innovation activity in the service sector and the methods for evaluating its effectiveness. The purpose of the dissertation is to develop theoretical and methodological foundations and practical recommendations for improving the public incentives for innovation activity in the service sector and methods for evaluating its effectiveness. The general scientific and specific methods of research: analysis and synthesis, induction, deduction, comparisons and analogies, as well as econometric modelling were used in the dissertation work. The practical value of obtained results is based on the developed theoretical and methodological foundations and practical recommendations for improving the public incentives for innovation activity in the service sector and methods for evaluating its effectiveness. The scientific and methodical approach to assessing the effectiveness of public incentives for innovation activity in the service sector on the basis of matching, the application of which to the analysis of European Bank for Reconstruction and Development survey data for 2012–2016, has made it possible to define that public support has caused growth of innovative activity of Ukrainian enterprises of the services sector. The results of the study were used to draft bills by the Verkhovna Rada Committee on Industrial Policy and Entrepreneurship and the Verkhovna Rada Committee on Science and Education. The results of the study can be used in the preparation of legal acts of various levels, as well as the teaching of economic disciplines for students of higher educational institutions.
