A new solution to the scientific task concerning the development of principles and administrative tools concerning the administrative and legal support for the observance of human rights in the law enforcement agencies of Ukraine is presented is given in the dissertation on the basis of the theory of administrative law, domestic and foreign legislation. It is disclosed the legal nature of historical and natural values inherent in a modern person, which must be protected and followed by law enforcement officers in the performance of their functions. It is proved that public administration needs a permanent administrative public departmental and non-government control. The leading role of public socialism in ensuring the observance of human rights and freedoms while protecting them from "werewolves" from the environment of law enforcement is revealed. The core and the system of human rights and freedoms, the standard of their provision are determined. The main tasks of the police in providing police services are defined. The special role of the Verkhovna Rada’s of Ukraine Commissioner on human rights and the prosecutor's oversight over observance of the laws by the law-enforcement agencies that carry out operative-search activities, inquiries, and pre-trial investigation are determined. The international experience, forms and methods of administrative activity of public administration are revealed, and conceptual and special offers are offered concerning changes and additions to the current legislation in relation to raising the efficiency of administrative and legal support for observance of human rights in the law enforcement agencies of Ukraine.
