Franchuk O. State regulation of the telecommunication services market in Ukraine

The dissertation is devoted to generalization of theoretical principles and substantiation of practical recommendations concerning the state regulation of the telecommunication services market in Ukraine. Developed approaches to state regulation of competition in the market of telecommunication services, taking into account the identified interconnections between the objectives of competition, consumer and regulatory policies, the institutional structure of the market of telecommunication services and instruments of state regulation, and also provides for institutional modernization of the sector regulator in the formation and implementation of antitrust policy. On the basis of analysis of the systems the authorial concept of construction of inter-branch model of government control and supervision is formed at the market of telecommunications with levelling of risks and fragmentation of regulator approach on basis integration of functions within the framework of only central organ of executive power from adjusting in the field of television (to content) and telecommunications (termination), that will decrease expenses for the subjects of market with the increase of definiteness and co-ordination of adjusting, sent to limitation of imposition of areas of responsibility with duplication of regulator functions.
