The dissertation research proposes the solution of the actual scientific problem concerning the grounding of theoretical provisions and conceptual approaches regarding the improvement of the mechanism of implementation of the state policy on prevention and counteraction of drug addiction under conditions of public administration system reforming of independent Ukraine and providing practical recommendations for their improvement.
The state policy on the prevention and counteraction of drug addiction as a scientific problem of theory and practice is researched. On the basis of scientific works of foreign and domestic researchers, the essential characteristics and basic concepts of “state policy”, “drug addiction” are specified and the causes of its occurrence and mechanisms of its spreading are specified. It is accentuated that the biological (chemical), socio-psychological and psychological factors as well as causes and conditions of social, legal, ideological, economic, political and other nature significantly influence the level of drug use.
The conceptual and categorical definition of “the mechanism of public administration”, “the mechanism of implementation of the state policy concerning the prevention and counteraction of drug addiction”, the principles on which the organization management mechanism is based are established. It has been determined that the interdisciplinary nature of the mechanisms of implementation of the state policy on counteraction and prevention of drug addiction requires its research on the conceptual and categorical level and the disclosure of the multifunctional nature of the phenomenon of drug addiction (including medical and biological, social, economic, cultural, educational and educational, integration functions).
The foreign experience of implementation of the state policy on drug addiction prevention and counteraction was studied. A review of organizational and legal measures to solve the problem of preventing of spreading narcotic substances use at the international level is done. It is concluded that the international community joins efforts to prevent the spread of narcotic and psychotropic substances abuse producing unified forms of control over them.
The mechanisms of implementation of the state policy on counteraction and prevention of drug abuse at the regional level (on the example of Odesa and Kherson oblasts) were researched.
The explanatory, preventive and educational activities on combating and preventing drug addiction as an integral part of the implementation of state policy are analyzed. It is proposed to create a national system of counteraction and prevention of
drug addiction on the basis of an integrated complex approach to the formation and implementation of state policy which is defined in the conceptual documents (strategies, programs, laws) and is reflected in specific steps regarding organizational and functional changes. It is grounded that the national system of counteraction and prevention of drug addiction involves subjects engaged in the process of state policy implementation, an integrated mechanism, the components of which are: organizational and legal (normative legal principles, organization and introduction of counteraction to drug trafficking technology); institutional (involvement of various institutes of society in the prevention and educational activities on the prevention and counteraction of drug addiction); financial and economic (means, material and technical support); informational, analytical, scientific and methodical support. The proposed system consists of three levels: national, regional and local, each of which in accordance with the existing authorities and resources provision, the vertical and horizontal orientation of the current preventive strategy on the organization of counteraction, coordination, regulation and prevention of drug addiction spreading.
