Candidate’s of juridical sciences thesis in specialty 12.00.12 – philosophy of law. – National Academy of Internal Affairs, Kyiv, 2018. The dissertation examines the axiological and legal dimension of rulemaking of the Ministry of Internal Affairs of Ukraine regarding the coordination of the activities of the National Police. The main directions of the study of normative activity were determined and the circle of scientists was outlined, which made a significant contribution to its comprehension. The peculiarities of the legislative regulation of the rulemaking of the Ministry of Internal Affairs concerning coordination of the activities of the National Police are analyzed. An axiological model of departmental rulemaking of the Ministry of Internal Affairs of Ukraine has been formed to coordinate the activities of the National Police as a system of values-standards, principles and norms for optimizing governance. The European experience of institutionalization of socially significant values and ideals in normative legal acts and the possibility of its use by the Ministry of Internal Affairs of Ukraine in coordinating the activities of the National Police in the context of adaptation of Ukrainian legislation to EU legislation is researched.
