The thesis is devoted to solution of problems of formation of sustainable rural development of the region in the conditions of transformation of budgetary support. The thesis deals with theoretical and methodological foundations of the formation of priority socio-ecological trends of agrarian policy of Ukraine. For the first time the dependence between the agricultural production and measures to support rural development. The developed theoretical construction of the model of implementation of domestic agricultural structural policy is improved on the basis of comparison of agrarian policies of the advanced countries of the world and the European Union with Ukraine. An integrated approach to managing the sustainability of rural areas, which is achieved with optimal combination of strategic and tactical installations are expediency. The analysis of the development potentials of crop production in Cherkassy region, examines its positive and negative trends. It is proved that at present an effective mechanism that is able to change the situation in the sustainable development of rural areas is the financial and economic mechanism of state management of environmental protection. Proposed key measures to improve the financial-economic mechanism of the system of environmental protection. The attention is focused on the creation of a Single national environmental Fund and regional funds of environmental protection. Recommendations are developed taking into account the provisions of the program of state support of farmers on a turning basis for the production, processing and marketing of agricultural production and the definition of the directions of activation of rural communities. The results of the research obtained in the work can be used as part of the scientific and methodological base when planning systemic changes with orientation both on production activity and its social component in order to predict the economic consequences of sustainable rural development in the current conditions of budget decentralization and to increase the return on use of budget funds.
