Bolbit Y. State Control over the Production and Circulation of Pure Alcohol, Alcoholic Beverages and Tobacco Products in Ukraine

The thesis is focused on the comprehensive research of theoretical and practical problems concerning state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products. The author of the paper has defined the concept, has revealed the significance of state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products, and has systematized its principles. The types of state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products have been generalized. The legal grounds, levels and directions of state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products have been characterized. The subjects, forms and methods of state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products have been systematized. The ways of improving the interaction and coordination between the subjects of state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products have been clarified. The international experience of state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products has been generalized, and the possibilities of its implementation in Ukraine have been established. Areas of improving administrative legislation, which regulates state control over the production and circulation of pure alcohol, alcoholic beverages and tobacco products, have been suggested. The criteria for assessing the state control over the production of pure alcohol, alcoholic beverages and tobacco products have been processed.
