Sysoiev O. Institute Factoring Formation in Ukraine under Globalization

The author carried out a theoretical analysis of scientific research on the innovative development of the economy under globalization. The essence, features and functions of factoring have been determined, which allowed to improve their system by introducing a new function of adaptability. The historical and economic analysis of factoring development is carried out. The mechanism of state regulation of the development of the factoring institute, which is based on the institutional approach, whose feature is the organization of information and methodological support through the creation of the Unified Information Center of Factoring, which increases the transparency and availability of information on factoring activities from two sectors of the market – banking and non-bank. The analysis of the provisions of the institutional economic theory as the theoretical basis for the formation of the factoring institute in Ukraine in the conditions of globalization is made and the conceptual provisions of the state regulation of the formation of the factoring institute as a modern economic institute are substantiated. The analysis of international experience in formation of the factoring institute and the improvement of the rules and rules of factoring operations in the conditions of Ukraine’s integration into international factoring relations are proposed. Implementation of the conceptual provisions allowed developing methods of marketing support of the factoring institute and methods of assessing its economic efficiency at the state level.
