Thesis for the degree of candidate of economic sciences in specialty 08.00.04 - Economics and management of enterprises (by types of economic activity). - Kyiv National University of Construction and Architecture. - Kiev, 2017. In the thesis the actual scientific and applied problem of working out a new system tool for countering the value-budget deviation of the construction project as an analytical basis for economic controlling and administering the project in the format of “deviation management” was solved. The created toolkit is based on modern concessions of project budgeting, universal principles "deviation management" and takes into account the ability of top management of a construction project to identify early and anticipate counteraction to the specified deviation. As a methodological and analytical component of the toolkit designed to counteract the value-budget deviation of construction projects, three business models were introduced and justified: - model m1 – “Primary analytical warning of project deviations”; model m2 - “Local counteraction to financial and budgetary deviations for individual works of the construction project”; model m3 - “Subcontractors of works - prevention of deviations under the project”. Based on the results of the final probability indicator, the final determination of the scale and volumes of the VBW of the construction project under study is carried out. On the basis of the obtained criterial indicator, a reliable formalized threat identification with a financial and budgetary deviation is provided for the course of the project implementation - from a safe state "no deviation or their scale is insignificant" to a threatening state - “Deviation is critical. Further investment and implementation of the project will be accompanied by a threat of complete suspension of the activities of institutional subjects of the project”. The results of the work create a scientific and applied rationale for the development of the organizational structure of the developer company and the team of the construction project to resist the crisis phenomena and, eventually, to maintain the institutional participants in the project proper economic equilibrium and achieve the objectives of investment and construction.
