Essay

In the Dissertation research a new solution of an important scientific problem in the field of administrative law is proposed. This problem is the issue of analytical comparison of the organizational and legal principles of the implementation of the powers of the lower levels of local self-government bodies of Ukraine and the Republic of Kazakhstan. On the basis of the current legislation of Ukraine and the Republic of Kazakhstan, the analysis of general theoretical and practical issues of the organizational and legal principles of the implementation of powers by local selfgovernment bodies, the comparison of systems and the scope of powers of local selfgovernment is analyzed, and the author's definition of the legal essence of the concept «organizational and legal principles of the activities of local self-government bodies» is proposed and analyzed. In the historical, terminological, theoretical, legal and comparative aspects, concepts mentioned above are considered, relationships and correlation of such elements of local self-government systems as their organizational and legal principles, functions, powers and others. The directions of reforming of local self-government and territorial organization of power are analyzed through introduction of European principles in the functioning and implementation of powers of the lower levels of local selfgovernment, decentralization, improvement of legislative regulation, legislative and scientific-theoretical activity, which require consideration of both European and other foreign countries' experience. Practical recommendations for legislative initiatives of Ukraine, all-Ukrainian associations of local self-government bodies, local self-government bodies and educational institutions which execute the educational activity in the sphere of Administrative Law are formulated.
