In dissertation the theoretical and methodical principles are substantiated and practical recommendations on the state regulation of the housing and communal services market of Ukraine are given. The definition of the concept of «housing and communal services market» and «state regulation of the housing and communal services market» is presented. The draft decision of the local self-government body on the openness of public information for communal enterprises is presented. There are 6 criteria for the establishment of supervisory boards at municipal enterprises. The functions of state regulators in the housing and communal services market have been clarified and their clear distinction is proposed for effective influence on market participants and fulfillment of the requirements of consumers in terms of quality of services. The results of econometric evaluation based on statistical data, including indicators in 25 cities of Ukraine, suggest that the size of tariffs for housing and communal services has an impact on the level of indebtedness of the population and does not significantly affect the debts of commercial consumers. The result of applying the proposed optimization models should be a competitive and efficient tariff policy, which is designed not only to satisfy the demand for quality housing and communal services, but also to form a new territorial and organizational structure of the housing and communal services market. The project of the standard quality standard for housing and communal services is proposed, in particular its structure and control elements are revealed in application of the system approach to quality management in the market of housing and communal services by their producers.
