Kostiuk T. Priorities of economic security of agriculture of Ukraine

The thesis substantiates theoretical, methodological and practical recommendations for determining the priorities of strengthening the economic security of agriculture in Ukraine in the context of the formation of an effective state management policy in the conditions of decentralization of public power. The thesis defined socio-economic and ecological essence of the category «economic security of agriculture», which allowed to systematize scientific approaches to the quantitative assessment of the level of economic security on the basis of a comprehensive economic-mathematical analysis of the optimal system of indicators, which continuously describe the integral processes that promote the rational use of natural-resource, agroeconomic and human capital to strengthen of the national economy. Assessment of the level of economic security in Ukraine, defined by the methodological recommendations, taking into account the directions of development of FAO and related EU regulatory documents are improved. It possible to significantly expand the list of indicators and sources of input information for all components of the economic security of agriculture in Ukraine. The proposed approach made it possible to calculate that the integral index of economic security of agriculture should change in the range of 0.51–0.70, but by 2016 its actual value is 0.23. At the same time, the most probable without significant correction of the modern system of public administration is the implementation of a pessimistic forecast. The onset of a realistic and optimistic scenario is possible provided that the proposed ways to overcome the threats, including the normalization and immutability of the five-year state policy related to agricultural production, the formation of the property and resources protection system of agricultural producers.
