In the thesis the author analyzed the approaches to define the powers of local state administrations in land relations; The concept of legal liability of public servants of local state administrations to regulate land relations; analyzed the structure of the authority of local administrations in the sphere of land relations; studied the powers of local governors on disposal of state-owned lands; on land plots for public use; to participate in the formulation, enforcement of national and regional programs on land use and protection; on preparing recommendations on granting or withdrawal (redemption) of land. The approaches to determining the liability of the employee, stressed the ambiguity of approaches to the concept of "legal responsibility", its interdisciplinary nature; basic features found contractual liability of the employee as an institution of labor law and provided its definition. The definition of the concept of administrative legal responsibility for offenses in the field of protection and use of land by officials of local state administrations is proposed, the distinction between powers of executive authorities in the field of land relations has been made.
