Terekhov V. Administrative and legal support of local security in the conditions of decentralization of power in Ukraine

The dissertation is one of the first in the domestic legal science complex monographic research, in which the scientific development of issues of administrative and legal support of local security in the conditions of decentralization of power in Ukraine has been carried out, as well as proposals for the improvement of legislation in this area have been developed. The author formulates the author's understanding of the concept of «security of person», which refers to a complex social and legal category, which generalizes a combination of a person's state, in which the feeling of calm and security is formed by the state because of the absolute possibility of a norm-like coexistence of people with other members of society, the use of all rights and freedoms, the ability to demand the legitimate interests that are provided for individuals by law and backed up by effective enforcement mechanisms. Also, the theoretical and legal analysis of the category "capacity of local authorities" in the context of the implementation of the security function was conducted, as a result of which the main components of the national mechanism of the security capacity of the municipality institutions are proposed. In addition, the system for evaluating the activities of local authorities on the implementation of security functions as an independent form of administrative and legal activity of the public has been improved in the work, as a result of which the following elements of the assessment system are identified: subjects, products (objects), standards and models of security assessment activities of local authorities. The definition of the term model for assessing the security of local authorities as a set of tools, tools, techniques and practices that are used by the relevant actors in the organization of valuation activities within the legal field on the object of evaluation, namely, the security activities of the system of local authorities, is given. The actual standards of legal protection of information protection in local authorities are highlighted in the amount sufficient to increase the effectiveness of administrative and legal regulation of information security.
