The thesis is devoted to the substantiation of theoretical positions, development of methodological support and practical recommendations for public policy in the field of socio-economic partnership state and business entities. Metrics in compliance with the evaluation of potential development in priority areas of partnership was grounded and integral index was built. Institutional aspects of partnerships according to levels of institutional environment were identified.
