Ivanyshyna G. State regulation in the field of election observation

In the thesis work the theoretical and methodological foundations of the implementation of the mechanisms of State regulation in the system of Assay supervision in Ukraine are disclosed. The conceptual-terminological apparatus of the research subject is disclosed and the necessity of applying an interdisciplinary approach in studying the processes of regulation and implementation of State control over the mining, production and use of precious metals, precious stones and products made thereof is substantiated. The regularities and peculiarities of the Assay supervision system establishment in Ukraine with the description of the most important events from the earliest times on the change of approaches to the organization of products marking, common organizational reforms and other forms of State control in the sphere of production and processing of precious metals and stones are considered. The evolution of the process of manufacturing products made of precious (noble) metals, the development of assay tests, the goldsmith's craft, and the marking of products on Ukrainian lands are covered. The main practice of assay supervision during the years of Ukraine's independence was singled out. In particular, the main regulatory documents regulating the implementation of assay supervision are described. The author describes the implementation of the latest reforms concerning the implementation of the State policy of quality control in the sphere of production and processing of precious metals and stones related to the transformation processes of the national economy in the institutional environment of Ukraine. The content of the activity of the State-owned enterprises is generalized. The institutional problems of their effectiveness and organizational activity in the system of Assay Supervision in Ukraine are summarized. The role and contribution of the State-owned enterprises in the development of the National economy has been analyzed. Regulated legal documents in the sphere of regulation of the handling of precious metals, stones and products made thereof are systematized. On the basis of the study of foreign experience of regulation in the field of Assay Supervision, the main vectors of its adaptation to the domestic conditions have been identified. The key issues are highlighted, the solving of which determines the prospects for the further development of the system of national Assay Supervision and the entry of Ukraine into the international institutions for testing and marking of precious metals. It was proved that the primary measures for improving the mechanism of State regulation in the system of assay supervision should be: updating the standards base, harmonization them with International and European standards; the development of new legislative framework for the regulation of the sphere of circulation of precious metals and jewelry, adapted to modern market conditions; strengthening the market supervision over the development of the jewelry industry. The author's approaches to the formation of a scientific hypothesis of State regulation in the sphere of assay supervision have been developed. Within this framework, a concept for effective organizational and economic management of the development of assay supervision has been developed, which will make it possible to improve the socio-economic situation in the country and promote institutional and innovative modernization of the national economy.
