Nebotov P. Organizational and economic mechanism of export controls in the defense industrial complex of Ukraine

Scientific generalizations concerning export control as an object of economic research are presented; the evolution of export control as an instrument of foreign economic policy is investigated; the methodological foundations of the organizational and economic mechanism of export control are defined. The evolution and formation of export control mechanism in Ukraine is summarized; the institutional support for export control in Ukraine is analyzed; the tendencies of economic activities producing military goods are estimated; the assessment of the leading countries experience in export control mechanisms construction is set; directions to implement this experience in Ukraine are outlined. Conceptual approaches to improve the budget administration mechanism and financing of state export control system are presented; strategic guidelines to improve organizational and economic mechanism of state export control under modern conditions are identified. Scientific and practical proposals to improve state policy in the field of export control are developed. The forecast of issuing permits in the sphere of export control up to 2020 is made, which enabled to form indicators of budget programs effectiveness in the sphere of export control on a scientifically grounded basis (including indicators of personnel and logistical support, payroll and financing indicators, etc.). It is noted that the purpose of developing the state export control system of Ukraine at the current stage of market transformations, taking into account existing economic challenges and limitations, should lie in: deepening of Ukraine's economic and scientific-technological cooperation with other states; strengthening Ukraine's influence and enhancing its authority in the international arena as subject of a global economic processes; creation of an export control system economically favorable for national exporters. It’s argued that, in order to ensure the development of state export control system, a Strategy for the development of state export control system of Ukraine is to be developed. Improving the efficiency and quality of control processes in the area of state export control through the application of modern information and communication technologies is one of the strategic tasks in the sphere of public administration mechanisms development.
