Volodina V. State regulation of innovative interests of entrepreneurship

The dissertation is devoted to the development of theoretical positions and the provision of methodological recommendations for improving the state regulation of innovative interests of entrepreneurship. The institutional principles of the organization of the economic mechanism of the innovation cluster based on the definition of key elements of public-private partnership, and the distribution of risks between partners: the state and enterprises, taking into account the innovative interests of the latter have been developed. The concept of "innovation cluster", which defines synergetic interaction of equal partners "entrepreneurship – authorities – scientific and educational institutions – international and domestic financial institutions" was improved, which, unlike the existing provisions, is based on the mechanism of public-private partnership and enables the effective introduction of innovative products and ideas; the method of analysis of the share of innovative products in the regions of Ukraine on the basis of the allocation of so-called qualitative (intensive) and quantitative (extensive) factors, which allows to establish the actualities in the activities of national and regional authorities to support the implementation of innovative business interests. The author has elaborated the key characteristics for selection of models of public-private partnership on the implementation of innovative projects, which allows to harmonize the innovative interests of entrepreneurship and the state on the basis of the distribution of property rights. The concept of public-private partnership in the innovative sphere of the national economy which reflects the structuring of the main elements, serves as a scientific basis for appropriate management decisions at all stages of the practical implementation of this concept was improved. The conclusions are grounded on the necessity of selection of innovative ideas in accordance with the resources for their implementation and the obtained results.
