In the dissertation on the basis of the theory of administrative law, domestic and foreign legislation, a new solution to the scientific task regarding the development of principles and administrative tools regarding the administrative and legal status of the assistant consultant of the people's deputy of Ukraine is presented. It is proved that from the point of view of psychology of law the assistant-consultant of the people's deputy of Ukraine is an associate of the people's deputy of Ukraine. It is proved that the procedure and grounds for the emergence of the administrative and legal status of assistants to the people's deputy of Ukraine consist in the patronage of the scientific legal nature. It was clarified that administrative duties of an assistant to the people's deputy of Ukraine are a set of his obligations, established by the norms of administrative law, according to which they should act solely on the basis and within the powers envisaged by the Constitution and laws of Ukraine; on behalf of the people's deputy of Ukraine to engage in law-making activities and provide administrative services to voters and others - to assist in organizing reports and meetings, in receiving, recording, reviewing and responding to appeals and proposals of voters and other persons. The administrative rights of the assistant consultant of the people's deputy of Ukraine, as a measure of the legal norms of administrative law of conduct permitted by him, are disclosed regarding the performance of certain duties on behalf of the people's deputy of Ukraine, first of all it concerns law-making activity and provision of administrative services.
