Essay

The dissertation is devoted to the creation of scientific and applied tools that, on the new formalized analytical basis, determines the methodological approach, content and rules of anticipatory sanation for housing developers and their business counterparts, who together prepare, invest and implement commercial housing projects. A practical prerequisite for the study is that the current practice of diagnosing bankruptcy and reorganization of enterprises is, to some extent, satisfactory for industrial enterprises, but is unsatisfactory for organizations and contracting enterprises that act as subjects of investment and realization of construction investment projects. Consequently, there is a need for fundamental adaptation and updating of scientific methodical and analytical approaches to the content of sanitation processes for developers and other participants in the construction and investment process and the adaptation of such an approach to the peculiarities of the interaction of these subjects within the framework of the micro-environment of the construction project. Innovative is the criterion-calculation basis, the content of analytical modules and the special setting of tools for preventative sanation on the functional and economic features of the operating activities of the housing development company (HDC); on the economic content and the rules for interfacing HDC with investors and other stakeholders of the project; on the content of the life cycle of housing projects that, in the process of creating value, have a transformational impact on the level and structure of the functioning assets and mutual obligations of the HCIP and its business counterparts. Created on the basis of theoretical developments, a complex application program successfully coordinates the processes of administering the construction project cycle with the content and rules of economic, organizational and managerial sanctioning measures for the developer, in order to prevent the HDC and its institutional partners from losing the ability to maneuver liquid assets and the crisis of insolvency.
