Panova H. Intervention of the administrative court in the discretion of the subject of public administration: the essence and grounds

The dissertation is devoted to the disclosure of the modern understanding of the essence and peculiarities of the intervention of the administrative court at the discretion of the subject of public administration. The content of the procedural discretion of the administrative court and its relation with the discretion of the subject of public administration is substantiated. The criteria of intervention of the administrative court at the discretion of the subject of public administration are proposed, as well as the sequence (scheme) of an administrative court’s assessment of the discretion of the public administration entity and the identification of the grounds for its intervention.
