The dissertation is devoted to the complex historiographic research of the development of higher pedagogical education of Ukraine in 2002–2014 (on the materials of higher educational institutions of the 1st and 2nd levels of accreditation). The author proposes and theoretically substantiates the periodization of the topic under study, analyzes the scientific works of scientists, in which the development of higher pedagogical education of Ukraine, in particular, higher education institutions of the 1st and 2nd levels of accreditation has been studied. The main groups of historiographical sources are systematized, the qualitative level of their representativeness is clarified. The complex of methodological principles, including principles of objectivity, historicism and scientific methods, is chronological, comparative, analytical, synthesis.
The leading directions of intellectual intelligence on the development of the study of higher pedagogical education of Ukraine at the beginning of the 21st century are highlighted: modernization of higher education, which envisaged improvement of public administration of education, updating of the regulatory-legal field; expanding access to higher education; introduction of new innovative technologies and improving the quality of education; the accession of Ukraine to the Bologna Convention and integration into the European educational space; optimization of higher educational establishments; reorganization of higher educational institutions of I–II accreditation levels as structural subdivisions of higher educational establishments of III–IV accreditation levels, etc.
The level of normative-legal regulation of activity of higher educational institutions of Ukraine of I–II accreditation levels is determined, in particular, the state acts regulating the activities of higher educational institutions of the I–II accreditation levels, the legislative acts of the Ministry of Education and Science of Ukraine and the normative field of higher educational institutions have been analyzed, which has helped to understand , how integration of Ukrainian education into the European educational space took place.
The educational-methodical, informational and financial support of functioning of the higher pedagogical educational institutions of Ukraine of the I–II accreditation levels during 2002–2014 is considered. Innovative forms of scientific and methodical work which have contributed to the increase of the level of professional training of students are considered. The information provision of higher educational institutions of the I–II accreditation levels, in particular the creation of the informational and educational environment, has been characterized, which contributed to the improvement of the informational culture of students and teachers. The activity of libraries as an important information center of the university is considered. The financial provision of higher educational institutions of Ukraine of I–II accreditation levels, which included state and extrabudgetary financing, was disclosed. The ways of increasing state revenues for the development of higher educational institutions of the I–II accreditation levels are highlighted.
The contribution of modern scholars to the research of innovation activity of higher educational institutions of Ukraine of I–II accreditation levels in 2002–2014 is revealed, in particular, innovations in the system of education management and educational process of higher educational institutions are described. The views of scholars on improving the quality of management in higher education were analyzed, which included the transfer to the Ministry of Education and Science of Ukraine, those higher educational institutions that were under the management of other central executive bodies; expansion of the autonomy of higher education institutions.
The issues that need further study of the development of higher pedagogical education in Ukraine are outlined: introduction of a marketing strategy for the training of specialists with higher education according to the needs of the labor market; employment of graduates in accordance with labor market requirements; Overcoming the multidisciplinary subordination of higher education institutions to the Ministry of Education and Science of Ukraine; improving the quality of specialists training.
