Essay

It has been established that domestic and foreign methods of evaluating the effectiveness of agricultural projects have a number of critical differences. The European integration vector of Ukraine envisages the complete revision of the economic evaluation methods and the need for harmonization of domestic scientific approaches to European standards. In this regard, highlighted the necessity of using discounting cash flows method for the analysis of the economic component of long-term investment projects. To ensure the effective development of the bioenergy sector in the zones of Western Polissya and the Forest-Steppe of Ukraine justified the use of drained peatlands to create a resource base for energy crops on marginal lands. This will strengthen the energy security of these regions and will provide a significant impetus for the small business development. Simulated investment projects of growing energy willow can be easily adapted to soil and climatic conditions and have significant potential for scaling. It is proved that one of the most promising areas of bioenergetics development is the cultivation of energy willow (SRC plantation), Salix triandra L. – Panfilska variety in particular. This crop is quickly restored after cutting and can provide 70 t/ha of biomass every two years (W = 50 %). According to our forecasts, energy willow can provide at least eight harvesting cycles without loss of productivity.
