This thesis addresses the actual scientific task based on theoretical and methodological substantiation of organizational and legal mechanisms of e-government public administration at the local level by the example of territorial community of the city of Kyiv. E-government is one of the leading technologies in the information society, which is dynamically implemented and developed at global, national, regional and local levels. This trend of state policy is defined as a priority in a number of statutory acts: Law of Ukraine "On Information", "Ukraine-2020" Strategies for Sustainable Development, Medium-Term Plan of the Government Priority Actions by 2020, Concept of E-Government Development in Ukraine, Concept of Digital Economy and Society Development in Ukraine for 2018-2020, Strategies for Information Society Development in Ukraine, Strategy for Reform of Public Administration for 2016-2020, Agreement on Association between Ukraine, of the first part, and the European Union, European Atomic Energy Community and their member states, of the other part. In conditions of decentralization and deconcentration of public authority, introduction of e-government is of particular relevance specifically at the local level.
The problem solution status in the field of public administration has been investigated in the dissertation judging by the developing of e-governance at local level, the preconditions for its establishment and development. The categorical and conceptual framework, principles, approaches, models and stages of e-governance implementation have been improved. The international practice of e-governance development has been summarized, and the approaches that can be used locally in Ukraine while implementing e-governance have been defined. The major problems of legislative and organizational support for implementation and development of e-governance at local level have been researched.
The development of e-governance at local level has facilitated the improvement of the legal mechanism of public administration. The necessity to apply "the key person" principle has been clarified with intent to ensure the development of e-governance by the head of the public authority and the establishment of this principle as a local regulatory act.
The peculiarities of e-governance implementation at local level in Ukraine have been analyzed in terms of the territorial community of the city of Kyiv and the progress trends of e-governance development at local level have been determined. The information and telecommunication model of public administration of e-governance at local level has been developed in terms of the territorial community of the city of Kyiv.
The approaches to multilevel (strategic, tactical and technical) formation of an integrated mechanism for public administration of e-governance at local level have been improved. The priority areas of implementation and development of e-governance at local level have been grounded and the appropriate practical recommendations for public authorities have been developed.
