Essay

The research is devoted to substantiation of theoretical and practical principles of introduction of energy-saving technologies taking into account domestic and foreign experience in housing and communal services. The dissertation stipulates that state regulation of energy efficiency of housing and communal services is expedient to consider as a complex of interrelated organizational-institutional, normative-legal, financial-economic, informational-analytical and innovative mechanisms (methods, tools, levers, forms, means) which are used by state authorities. The identified components of the state regulation of energy efficiency of housing and communal services. The directions of adaptation of the European experience concerning the state regulation of energy efficiency of housing and communal services are grounded. Based on the experience of using the LEAP software system in Europe to evaluate and analyze energy-saving systems, the possibilities of using the LEAP software system for improving and analyzing energy-saving systems in the conditions of Ukraine are determined. The concept of strategic development of state regulation of energy efficiency of housing and communal services is proposed. This concept contains the main goal, principles and subsystem of its functioning. The mechanism of regulation of energy efficiency of housing and communal services is based on the principles of public-private partnership in the context of ensuring the development of the national economy, which, unlike the existing ones, involves the fulfillment of the main functions, implementation of the relevant instruments and observance of the set of principles in order to form long-term relations between the state and the private sector. Proposals for the improvement of existing methods of estimation and analysis of energy efficiency systems of housing and communal services are developed.
