Essay

In the dissertation the current scientific task is solved, which consists in substantiating theoretical provisions and developing practical recommendations for improving the interaction of the State with the public in the field of HIV/AIDS response in Ukraine. The general result of the study is the development of a functional and organizational model for the integration of civil society institutions in the field of HIV/AIDS response in Ukraine the context of decentralized administration, structurally providing for the distribution of forms and methods of preventive work based on the diversification of the package of services between State and Public interaction entities. The components of this model are benefits and conditions for implementation, and the central object of management influence in the activities of family doctors, as representatives of the State sector and Public organizations, at the level of the territorial community is the family. It has been established that the participation of civil society institutions in the organization of the national response to the HIV / AIDS epidemic in Ukraine is extremely important and is an element of active social policy that helps to overcome the consequences of a long-term epidemic by establishing control over the intensity of the epidemiological process. The role of civil society institutions is identified from the standpoint of governance stages and the sequence of activities implemented through the system of general and special management functions. Common functions include strategic management, operational management and control. Advocacy, communication and social mobilization, expert activities in the planning, implementation and monitoring of HIV / AIDS policies are the specific functions of the public sector on interactions in the field of counteraction. The conceptual-categorical apparatus of State administration is improved on the basis of the introduction into circulation of the notion "State and Public interaction in the sphere in the field of HIV/AIDS response in Ukraine". The strategic directions of improving the mechanisms of State and Public interaction in the field of HIV/AIDS response in Ukraine counteraction in Ukraine, in particular with regard to regulatory and legal provision, institutional and information support, are being structured in the context of decentralized administration. The need to further improve the Legal and Regulatory framework for State and Public cooperation in the field of HIV/AIDS response in Ukraine, the qualitative changes in the content of Legislative acts, the increased focus on social orientation and responsibility, the deepening of cross-sectoral interaction, the expansion of cooperation with civil society organizations and international the public. The role of the State sector in the field of HIV/AIDS response in Ukraine is substantiated based on the identification of its general and special management functions; identification of priority forms, levels and stages of interaction. Foreign models of cooperation between State and Non-governmental organizations in the field of HIV/AIDS response in Ukraine were analyzed and priority directions for implementing their actual components in the national model of State and Public interaction were identified.
