The author considers the special features of law enforcement function of the state as the objective basis for cooperation among the National Guard of Ukraine and law enforcement agencies and the Armed Forces of Ukraine.
It is grounded that cooperation of law enforcement bodies of Ukraine is cooperation within the limits of official duties and rights, based on mutual assistance among the parts and elements of the law-enforcement system, with the purpose of the most effective solving of tasks in counteraction to crime and protection of public order and safety. The National Guard of Ukraine interacts with law enforcement agencies in order to strengthen the counteraction against organized crime groups, including interregional and transnational ones created on an ethnic basis, which have corrupt links, as well as to prevent, detect and investigate crimes committed by organized crime groups and criminal organizations. The National Guard of Ukraine also interacts with the Armed Forces of Ukraine in rebuffing armed aggression against Ukraine and eliminating armed conflict by conducting military (combat) actions, as well as in fulfilling the tasks of territorial defense. Having analyzed the interaction of the National Guard of Ukraine, law enforcement and the Armed Forces of Ukraine, it should be emphasized that as a result of the unification of efforts of separate bodies acting independently of each other, the created or reorganized structure is capable of more actively, better and more efficiently solve tasks assigned to it. It is emphasized that the understanding and agreement of the parties participating in the interaction of the content and scope of activities, trust between them is a prerequisite for achieving quality results.
The author's definition of the interaction of the National Guard of Ukraine with the law enforcement agencies and the Armed Forces of Ukraine, which refers to the common, coordinated and systematized activity of the National Guard of Ukraine with the competent authorities of the public administration regarding protection and safeguarding of life, rights, freedoms and legitimate interests of citizens, society and state of illegal encroachment, protection of public order and public safety, state security and state border protection, combating terrorist activities of illegal paramilitary or armed groups, terrorist organizations, organized groups and criminal organizations repulse military aggression against Ukraine and eliminate armed conflicts.
