Essay

Constitutional recognition of parliamentary-presidential form of government in Ukraine brings about the necessity to reform the system of public administration in accordance with the contemporary trends pertaining to the development of parliamentarism. After all, Ukrainian parliament – the Verkhovna Rada of Ukraine – is the only collegiate body of the state, which is elected by the people and which represents grass-roots interests, which is an open discussion platform for the “majority” and “minority”, the center of democratization in the contemporary conditions of state building. Ukrainian parliament has the authority to lay the legal foundations of social and public life through legislative drafting, definition of the principles of internal and foreign policy, approval of national programs of economic, sociotechnical, social, national and cultural development, environmental protection, and consent to the binding authority of international agreements.
