Essay

The thesis is devoted to the development of theoretical issues, methodical support and practical recommendations for Public-Private Partnership (PPP) improvement that is considered as a tool of national economy development. The framework of categories and concepts has been clarified and basic theories of PPP have been revealed. The general tendencies of international PPP market, forms of PPP projects implementation, particularities of legislation support and institutional environment in Ukraine have been analyzed. The macro environment factors that affect the implementation and development of PPPs in Ukraine have been researched. The needs of the Ukrainian economy sectors have been identified and PPPs opportunities for their solving have been described. The results of the overarching analysis concerning to the development of PPP in Ukraine and foreign countries allowed to improve the methodical approach on the certain fields, as follows: (i) formation of analytical tools for selection of a PPP project, (ii) management of risks associated with PPP, (iii) maintenance of the state policy to support the development of PPP. In the context of the necessity to ensure the system development of PPPs in Ukraine, the author sets out priority tasks of the state policy, which require i) effective regulation of the mechanism for interaction among state authorities, local self-governments, business representatives and CSOs; and ii) creation of a quality legal and regulatory framework for the development of the PPP sector, such as, PPP National Development Strategy, which should be based on the updated document of the PPP Concept Paper. This will ensure that strategic vision for the development of the PPP is in place, accounted for sectoral pecularities, which is critical in view of the differences in the implementation of partner projects in accordance with the specifics of each sector or industry.
