Tereshchuk O. Administrative-legal characteristic of authority delegation in the activities of public administration organs

The thesis presents a complex research of theoretical and practical aspects of authority delegation in the operation of public administration organs. Category-conceptual framework is specified by means of revision of the content of the notions authority delegation, delegated authority, subject of delegation. The main principles of authority delegation are revealed, their definition is improved. The peculiarities of the legal status of authority delegation participants are defined. The content of authority delegation relationship is investigated using the example of rights and responsibilities of its participants concerning financial support, control over the subject of execution and implementation of delegated authority, as well as the responsibility of participants. Models of authority delegation in other countries are analyzed. A series of problems is detected in legal regulation of authority delegation in the activities of domestic public administration organs; ways of solving them are suggested.
