Essay

It has been theoretically generalized and proposed a new solution to the scientific problem of the development of theoretical and applied principles of the formation of mechanisms for managing the processes of unshadowing of the national economy, systematic analysis of the mechanisms of unshadowing of the economy has been conducted, the content feature of economic security as the determining factor of ensuring the national security of Ukraine has been investigated, the essence of the shadow economy as an uncontrolled part of the informal economy has been determined, and modern approaches to the formation of scientific foundations of the mechanisms of the economy unshadowing have been analyzed in the thesis. The provision that sustainable development of the economic system and the effective management of the economic system are necessary conditions for the implementation of the economic security strategy of any state has been justified. The economic security of the state presupposes the protection of national economic goals and priorities. An important factor of economic security is always the level of the shadow economy. The scale of the shadow economy in Ukraine today constitutes a threat to national security, which determines the urgency of unshadowing of economic processes as one of the main factors of the country’s socio-economic development. Today, the problem of economic security of Ukraine is decisive in the context of the existence and development of Ukraine as a sovereign state. Therefore, the economy should be considered, principally, as a mechanism for ensuring territorial integrity of the state and a determining component of the national security system. The shadow economy in the paper is interpreted as a part of the “informal sector of the economy,” whose operation is objective in nature and affects all aspects of economic activity. It has been suggested to consider the informal economy as a set of economic activity that is not officially registered, serving the private and group interests of economic actors, contrary to legal norms and formally adopted official rules of economic activity. Organizational and economic mechanism is treated in the paper as a set of economic structures, institutions, forms and methods of management, through which the coordination of social group and private interests is done, functioning and development of the economy as a whole is ensured. This is a way of organizing social production with its forms, methods, economic incentives and legal norms. The formation of organizational and economic mechanisms for managing economic processes must be based on the knowledge of economic development trends, the nature and mechanisms of functioning of specific economic laws. System analysis of the shadow economy as a socio-economic phenomenon, the mechanisms of which are compensators of the imperfection of the official economic system, has been conducted. Analyzing the positive and negative aspects of functioning of the shadow economy, it has been found that an increase in the scale of shadow economic activity, neglecting measures aimed at overcoming the shadow economy, leads to deterioration of the economic development of any country. The results of the study showed that throughout the entire period of the formation of Ukraine as an independent state, the transformation of all institutions of social life, including the legal system and the system of state administration, is continuously taking place. However, these transformations in Ukraine take place quite slowly and ambiguously, which significantly impedes the formation of a modern European market economy system. The conflict between outdated institutions and the new challenges of the market environment, typical of the modern economic system of Ukraine, requires significant transformations both in the regulatory system and in the structure of state institutions. These changes should take place in the direction of reviewing the powers and functions of the governing bodies, promoting the disclosure of the potential of Ukraine’s economic development on the basis of competition and respect for property rights. Based on the analysis of shadow economic processes in the Ukrainian economy, the presence of the interconnection between the scales of shadow economy with corruption, which today acquired signs of a systemic phenomenon and covered virtually all spheres of socio-economic life of the country and proves to be a very dangerous factor of national security has been proved.
