Essay

The dissertation substantiates theoretical and methodological foundations of investing the development of human capital at the industrial enterprises, its sources and directions. Modern theories and concepts of human capital, as well as the theories of investments at the enterprises, have been analyzed. The thesis offers the definition of human capital as a complex of acquired and innate abilities and skills that are to be developed based on investment from different sources in order to increase the level of this capital development for ensuring the activity efficiency. Based on generalization of the evolution of human capital theory and modern scientific approaches concerning different aspects of investment by the enterprise, it is proposed to consider investments in human capital as part of the total expenses of the enterprise on personnel. And these expenditures are undertaken with the aim of developing this capital (professional, social, career) and raising the level of its use to ensure the activity efficiency. The dissertation provides further development of methodological support of analysis and estimation of development tendencies concerning the industrial enterprise human capital. This provision includes the hierarchical system of indicators that determines human capital, analytical tools allowing to reveal the dependence of enterprise’s effective indicators on the factors determining the human capital and their influence on general level of its development, measured by the integral index, and to diagnose the trends of their changes. The procedure for analyzing the investment in the industrial enterprise human capital is offered to base on information and analytical ground, which includes a system of indicators characterizing the process of investment at the enterprise and indicators that determine the development of human capital and its level, as well as analytical tool, i. e. canonical analysis and regression analysis. The implementation of the latter ones is expedient in the statistical package Statgraphics Centurion. The author has developed the methodological support of forming the optimal structure of the sources for investing the industrial enterprise human capital. This support is based on the development of an appropriate optimization task of finding the optimal ratio of investment volumes from own funds, both borrowed and attracted, provided that these funds are used effectively. This guarantees an objective evaluation of own capabilities within the development of human capital and the development of new areas of investment in this capital, as well as finding the expedient sources of human capital investment. The suggested organization and logic of the stages of the methodical approach to managing the investment of human capital development at the enterprise facilitate the development of organizational and economic measures. Their aim is to improve the efficiency of human capital use through the formation of a proper personnel policy at the enterprise (the development of a program of measures to meet the personnel requirements by their quantitative and qualitative characteristics), development programs for employees, overcoming a deficit and formation of the reserve. The dissertation substantiates the procedure of determining the priority areas of investment in human capital the peculiarity of which is the assessment of relationship between the investment processes and the development of human capital at the enterprise based on implementation of canonical analysis according to two scorecards that determine these processes. The practical significance of the results obtained is that the theoretical provisions of the work have been upgraded to the level of specific methods and recommendations on introducing into the human capital management system of industrial enterprises in Ukraine. Practical use of the proposed theoretical and methodological recommendations for investing the development of human capital will solve the problem of managing this capital at the industrial enterprise with the aim of improving the efficiency of its activities.
