The dissertation is devoted to systematization of theoretical foundations and substantiation of practical recommendations concerning the development of trends of innovation infrastructures formation in the conditions of the national economy globalization.
By the analysis of the approaches to the interpretation of the concept of "innovation infrastructure", a modern definition of this category as an element of the innovation system was formulated. The elemental composition of the innovation infrastructure, based on its division into "hard", which includes fundamental structures, technological parks, innovative research centers, industrial parks, technopolises, business incubators and "soft", which includes educational institutions, universities, business incubators and science parks, organized on the basis of universities. It was presented the intermediate element of the "semi-rigid" infrastructure, which provides innovators with the necessary information through the system of patents, industrial technologies, know-how and so on.
Methodological approach to the assessment of the formation of innovation infrastructure was improved. It, unlike the existing, consists of three blocks.
The formation and correspondence of some objects of innovation infrastructure to the stages of the innovation process, which they provide, were analyzed. According to expert estimates, weighted coefficients for each object of innovation infrastructure are determined.
The conceptual approaches to the formation of innovative infrastructure as a model of innovative cooperation in which users, firms, universities and public authorities interact for the formation of innovative infrastructure were substantiated. The following strategic goals are set as an increase in the intensity of private research and development; strengthening of scientific and industrial cooperation; improving the quality of the state research base; identification of priorities in the innovation infrastructure management system.
The role of the government in the formation of innovation infrastructure was grounded. It provides the correct choice of the mechanism of national innovation infrastructure formation based on the degree of governmental intervention divided on four categories - complete absence of intervention, partial intervention (2 variants) or 100% state formation.
