Essay

The thesis is devoted to the development of a conceptual model of foreign trade sector regulation in Ukraine’s national economy under deployment of integration processes with the European Union. Theoretical principles of the formation and implementation of the state regulatory policy in the field of foreign trade sector integration, as well as scientific and methodical approaches to evaluate the effectiveness of this policy are investigated. The essence and peculiarities of deep and comprehensive free trade agreements as a modern form of international economic integration are defined. It’s argued that computable general equilibrium models proved to be the most suitable to calculate and analyze welfare shifts and other macroeconomic effects of international integration and trade liberalization under DCFTA. Tariff and non-tariff measures shaping the current conditions of Ukraine’s foreign trade sector development are characterized. International experience in implementing integration projects with the EU and the peculiarities of Ukraine’s European integration scenario of on the basis of the Association Agreement are analyzed. The thesis describes the peculiarities of trade reforms carried out by countries of Central and Eastern Europe (Poland, Czech Republic, Romania) in the process of European Integration, as well as the trade liberalization experience of Chile and Mexico under their DCFTAs with EU. Current problems and challenges of Ukraine’s production and export potential development under conditions of DCFTA with the EU are revealed. It’s highlighted that despite some positive economic outcomes of DCFTA with EU, Ukraine’s system of foreign trade regulation still fails to use all the benefits of European integration at full potential, e.g. access to European market for Ukrainian suppliers remains largely complicated with non-tariff barriers that can be removed only by harmonizing domestic technical regulations with EU standards. Key directions to improve the state regulation policy on Ukraine’s foreign trade sector integration into the EU in the conditions of asymmetric liberalization of mutual access to commodity markets are argued. Conceptual model to apply a number of institutional, structural, industrial and investment policy measures in order to optimize the benefits of integrating the domestic foreign trade sector into the European Union is suggested. It’s argued that trade regulation policy of Ukraine has to focus on measures to support domestic output and export of high-technology and high value added goods; at the same time, these measures should not contradict DCFTA provisions, and establishing of export-credit agency is one of the examples of such measures. The prospects of Ukraine’s national economy development in the case of proposed measures implementation are outlined.
