Yukhnenko M. The mechanisms of state administration of the organization of development of the state treasury service of Ukraine

The study object is the public administration processes of the State Treasury Service of Ukraine work organization. The research purpose is to provide scientific substantiation of the main directions and to develop scientific and methodological recommendations for improving the state administration mechanisms of the STSU. Methods of research - generalization and monographic; historical; logical; structural-functional; generalization; economic and statistical; inductive; deductive; system approach. The practical significance of the obtained results: the scientific conclusions and theoretical provisions of the dissertation research are actually brought to the level of concrete proposals and practical recommendations for use in the field of public administration by the Treasury Service of Ukraine. The scientific novelty of the obtained results is determined by the new decision of an important scientific and practical task, which consists in substantiating the ways of improving the organizational mechanism of public administration of the Treasury of Ukraine. For the first time, was proposed a system of measures for the treasury service transformation of the budget cash execution of Ukraine as a component of the public finances state management organizational mechanism. The organizational and legal principles of treasury service institutional model functioning in decentralization conditions are improved; conceptual provisions of state finance management as the basis for sustainable development of Ukraine; approaches to the definition of the STSU functioning features in conditions of decentralization; improvement directions of the public administration organizational mechanism for optimizing the Treasury functioning; informational and structural support of the treasury service organizational mechanism improvement of budget cash execution of Ukraine. The theoretical substantiation of the treasury organization essence and content was further developed; ways of implementing the international experience into public finances state management practice of Ukrainian.
