The dissertation deals with the problem of creation of a new economic toolkit for the formation of the building enterprise economic strategy, which will make it possible to select the prospectively sought-for parameters of residential properties reasonably, and to ensure a stable demand formation based on the housing availability factor for various population segments.
The author held the housing market research according to the accessibility types and possibility of builder’s impact on accessibility parameters, conducted its analysis and classification, and identified the limits of objects availability depending on their types. Housing construction objects classification has been improved by supplementing it with the system of housing affordability factors, including comfort parameters (ensuring human needs in "safety", "physiological needs", "social needs", "need for respect", "spiritual needs"), sustainability(environmental friendliness of the used building materials, energy efficiency, environmental impact on living conditions) and economic efficiency (investment level, costs of property maintenance, housing durability).
The segmentation of the market of new buildings according to the types of accessibility based on discriminant analysis, which is a statistical method, allows us to study the differences between two or more groups of objects simultaneously in several variables and makes it possible to classify objects according to the principle of maximum similarity. According to the sample, rules are obtained, which in the future allow to determine to which class new objects belong. Constructed discriminant functions, graphs of distribution of objects by type of accessibility, graphically represented classification method. A database of 102 objects was formed and 12 factors characterizing types of affordability of housing were selected. It is established that the 5-element classification of objects is the basis for formation of market positions and development of economic strategy of the developer in the housing market.
The author developed the identification method of construction objects actual class with the nominal one designated by customer in the project documentation based on statistically significant discriminatory analysis results of residential buildings being constructed in different regions. Proceeding from the need to adapt the developer’s competitiveness assessment system, a methodological approach has been developed to assess the classification of housing from the point of view of its availability. The research determined five types of housing availability, which are identified with a generally recognized classification of residential real estate. According to the proposed approach, the weighting factors of different types of housing availability were determined for further monitoring of the strategic plans implementation effectiveness.
The author proposes a method for improvement of interaction structure between the elements of the economic regulation system, for organization of relationships between developers and other participants of construction and investment projects and programs, taking into account the accessibility requirements (certification systems, criteria for evaluating the terms of contractual agreements). The author developed the methodical bases of the maximum starting price formation for the contracts of investment and construction projects implementation based on main and manageable components, contract price adjustment, indicators of the quality assessment of contractual agreements including internationally recognized standard forms, and the elements of housing certification standards in terms of assessing its affordability.
Practical result of the research is a set of models developed to the level of methodological recommendations on development strategy implementation in the housing market by the developer enterprise that meets the needs of different market segments, corresponding to certain types of housing, and provision of an economically justified levels of comfort factors, environmental friendliness, and economic efficiency for these types. The research results are put into practice of enterprises-developers during the formation and evaluation processes of their development strategies.
