Kravchenko T. Formation and implementation of state policy in the field of social risk management in Ukraine

The thesis aims at providing scientific and theoretical justification along with practical recommendations in terms of improving the system of public administration mechanisms in social sphere aimed at formation and implementation of state policies regarding social risk management. The thesis offers a scientific approach to forming the modernization mechanism which takes into account European trends in the field of social security and can be applied to the state policy of social risk management in order to make it more efficient. In this context, an essential condition for a successful implementation of the proposed mechanism is proved to be improving the social policy with regard to decentralization principles which can ensure social risk minimization through introduction of European social standards. The research made it possible to formulate a number of practical recommendations as to how the state policy in the field of social risk management can be adapted to the global standards of the social security system that covers the internal transformations, which belong to the state policy in the field of social risk management, both on the level of economy and in the socio-humanitarian sphere. The thesis frames a methodological approach to improving the social mechanism as an effective component of the state policy which implies actualization of social dialogue between public authorities, local self-government bodies and members of local communities regarding social risk management on the principles of building structural ties and relations in society, comprehensiveness and integration with existing forms of social policy implementation. Further refinement of the social mechanism ensures adjustment of the state policy in order to minimize social risks based on established social norms. This mechanism will enhance the feasibility of the social system, help modernize the infrastructure of educational institutions and supply more human and financial resources for social services. The research proves that scientific substantiation provided for the implementation of the social mechanism of social risk management is primarily aimed at achieving strategic priorities of ensuring social security for the society. Based on the above approach, it offers practical tendencies of social mechanism development.
