Halunko A. Administrative-legal Regulation Police Service (Dilnishniy) in Ukraine

The dissertation presents a new solution to the scientific problem regarding administrative and legal regulation of the service of district inspectors in Ukraine. Administrative and legal regulation of the service of district inspectors is the influence of the norms of administrative law on social relations, which is embodied in the right-realization through the service of district inspectors. It is concluded that in Ukraine the effective concept of reforming the service of district inspectors is used as an integral part of the central executive body, which is the Ministry of Internal Affairs of Ukraine. The principles of administrative and legal regulation of the service of district inspectors in Ukraine are formed. The administrative-legal status of the service of district inspectors in Ukraine is explained. The administrative-legal relations in the field of the service of district inspectors these are organized in accordance with the norms of administrative law, social relations. Their content is characterized by the responsibilities of district police officers in protecting human rights from unlawful encroachments, providing assistance to a person who needs it within their competence. The forms of administrative activity of the district inspector service are homogeneous in nature and legal nature of the group of administrative actions. It is revealed that there are common features between the national police of Ukraine and the police in the EU member states in terms of performing functions of the service of polling stations. The legislation in the area of administrative and legal regulation of the service of district inspectors in Ukraine has been improved. By way of fixing at the legislative level the strategy of «community policing». Proposed changes and additions to sub-normative acts concerning the categorical definition of the term «district police officer», clarification of administrative duties, rights and preventive policemen.
