Vlasenko I. State risk management in the field of construction and operation of facilities during decentralization of power.

The dissertation presents a theoretical generalization and a new solution to the scientific and theoretical task, which is to uncover the processes of public risk management in construction and to substantiate the theoretical and methodological principles of high-risk administration in the field of construction and operation of facilities during the decentralization of power in Ukraine. In particular, it is determined that the risk management system that undergoes changes in construction due to the decentralization of power means this way of defining and demarcating tasks and functions in construction, for which most of them are transferred from the level of central government bodies to a lower level. It is noted that the share of administrative activity is borne by the local authorities, or other entities authorized by the state of construction activities. It was established that the main tasks of state regulation of risk development processes in the construction and operation of buildings are as follows: assistance to the state to ensure competition in the market of construction products, as well as increase the competitiveness of domestic construction products; ensuring the reduction of material consumption of construction products; state stimulation of ecological construction and promotion of implementation of energy saving technologies; introduction of state measures on the formation of European requirements for construction norms; expansion of social housing construction; introduction of mechanisms of state administration regarding economic and administrative and criminal liability for violation of norms and standards of construction; stimulation of development of mechanisms of public administration on insurance risks of building activity; sustainable development. It has been established that in the context of Ukraine’s integration into the European and world community, the task is to form construction projects in the process of decentralization of power, the success of which is ensured by increasing their number by taking into account the uncertainty that can both negatively and positively affect the achievement of the goals of the economic entity. It is proposed to modulate the introduction of the principles of building solutions in the process of decentralization of power, which includes a system of measures: the development of in-state-building projects with the recognition of the educational curriculum of the contemporary science and the practice of practice Key words: risks of building activity, mechanisms of state administration, decentralization of power, high-quality administration of building risks, economic development.
