The dissertation is dedicated to the development of theoretical and methodological provisions and applied recommendations for the formation of the change management system at the industrial enterprises in the context of effective leadership in order to increase the effectiveness of the change management in the unstable environment. The essence, content, and structure of the change management system have been considered in course of the research; the conceptual apparatus has been well-ordered and the following definitions of "change management", "leadership", "enterprise potential for change", "leadership potential" have been specified. The author has analyzed the peculiarities of the formation of the change management system on the basis of the theory of leadership. The place and role of leadership potential for improving the efficiency of the operation of light industry enterprises have been substantiated. In the framework of the study of conceptual provisions of the change management system at industrial enterprises the author has proposed the change management system on the basis of the theory of leadership. The formation of a multicomponent change system at industrial enterprises requires monitoring and evaluation of the enterprise potential for change using the calculation of integral local indicators for each subsystem of enterprises and the consolidated integral index for light industry enterprises of Ukraine. It has been proved that in order to provide monitoring of the potential for change it is expedient to monitor the group of indicators for the following subsystems of industrial enterprises potential: financial, operational, personnel, managerial, marketing, innovation, energy, environmental and leadership potential. Leadership potential, as a key factor for change, provides an integrated link between all subsystems of the potential for change. The success of the implementation of management activities depends on the compliance of leadership potential requirements determined by the environment of the enterprise.
