Essay

The thesis is devoted to the substantiation of theoretical positions and practical recommendations on the development and implementation of the organizational and economic mechanism for restructuring urban electric transport enterprises. An organizational and economic mechanism for restructuring urban electric transport enterprises has been developed, including organizational and economic components. It was proposed to implement the organizational component by improving the management system of electric transport enterprises, improving the functioning of their technical divisions and creating new structural units. In order to implement the economic component of the organizational and economic mechanism, a system of indicators has been formed to substantiate the restructuring of existing or newly created departments of enterprises, involving the use of indicators of efficiency and effectiveness of their operation. For the informational and analytical support for the restructuring of urban electric transport enterprises, the necessity of creating a temporary analytical center has been substantiated. The concepts of «restructuring of urban electric transport enterprises» and «organizational and economic mechanism of restructuring enterprises of urban electric transport» are defined. A theoretical and methodical approach to the scientific substantiation of the choice of electric transport enterprises requiring urgent restructuring is proposed. It is based on the «k-medium method», for which the main indicators of the enterprises' work (covering the costs of the enterprise at the expense of budget funds, personnel insufficiency and retirement of rolling stock units) were converted into points, and the enterprises were divided into clusters. Taking into account the industry specific features of the operation of urban electric transport enterprises, the principles are formulated in the work, the use of which allows us to justify the direction of implementing the restructuration mechanism of the industry enterprises and to plan the expected results of such restructuration. In the opinion of the author, the mechanism of restructuration of urban electric transport enterprises includes economic, technical and organizational components. The implementation of this mechanism allows solving such problems of electric transport enterprises as: high level of physical deterioration of rolling stock, dependence on state financing, low level of transport services and use of obsolete methods of fare collection with passengers, and some others.
