The dissertation is the complex monographic research of criminalistic characteristics and basic provisions of the investigation of fraud committed by organized crime groups in the field of housing construction. On the basis of study of scientific sources, normative legal acts, analysis and generalization of investigative and judicial practice a criminalistic description of the mentioned crimes has been formed: the object of a criminal offense has been determined, typical ways of fraud in the sphere of housing construction have been highlighted, corruption links between members of an organized group of fraudsters, their criminal roles and personal qualities have been characterized, the data on the situation of the crime and the victim's personality have been disclosed, typical traces of organized crime in the sphere of housing construction have been described. The typical investigation situations that arise at the initial stage of the investigation of fraud committed by the organized group in the field of housing construction have been determined. The algorithm of the investigator's actions has been developed for their solution. The peculiarities of the tactics of conducting separate investigative (search) actions during the investigation of this category of crimes have been considered: review of office premises and housing construction, examination of documents, interrogations. The possibilities of applying special knowledge in the investigation of fraud in the sphere of housing construction have been determined. The problems of procedural ensuring of the mentioned category of crimes and the ways of their overcoming have been highlighted. The forms of counteraction to the investigation of organized criminal activity of fraudsters in the field of housing construction have been determined, and a set of recommendations aimed at overcoming and preventing it has been formed.
