The dissertation is focused on the comprehensive legal study of administrative and legal nature of mechanism for the electronic communications law systematization which has been formulated as substantial and functional elements, structuring rules of the electronic communications law subjects’ behaviour, in particular, of the public administration to achieve goals and objectives of a legal state and a public interest implementation regarding the establishment of the electronic communications market, being competitive and coherent with supranational standards. Public legal nature of the electronic communications law, pertaining to the Special administrative law, has been emphasized.
