Essay

The thesis is devoted to the development of theoretical foundations and practical recommendations for improving the efficiency of the processes of forming the personnel of industrial enterprises. Has been clarified the essence of the scientific concept “the process of forming the personnel of an industrial enterprise”, namely it is proposed to be considered as a complex multi-stage process that is an integral part of the overall personnel management system and contains specific methods of influence and management solutions aimed at creating a cohesive, highly efficient workforce, capable of rationally and in the period established for this purpose to solve complex operational and strategic tasks for its perspectives development. The analysis of scientific approaches to the definition of stages in the process of forming the personnel of an industrial enterprise and the sequence of their implementation made it possible to identify and characterize the essence of the six main stages, covering all its procedures: the assessment and planning of the staff requirements for certain requirements and output production capabilities; recruitment, selection and acceptance of personnel; adaptation and professional-personal integration of the adopted employee into the workforce; formation and collective education of the person, introduction of continuous professional development of the personnel; planning and realization of career growth of the personnel; system of labor motivation, aimed at achieving high collective results. The factors influencing the efficiency of the process of forming the personnel of an industrial enterprise are determined. The essential characteristic of the identified factors and the substantiation of the content of their influence on the components of the functioning of the general personnel management system made it possible to determine the direct or indirect nature of their influence on the course of each of the six stages of the process of forming the personnel of an industrial enterprise. Systematized indicators of evaluation of the effectiveness of the process of forming the personnel of an industrial enterprise. Selected indicators were grouped by stages of the process of forming the personnel of an industrial enterprise. The influence of external and internal factors on the effectiveness of the process of forming the personnel of industrial enterprises at the national and sectoral levels is analyzed. The estimation of the degree of effectiveness of the use of personnel by industrial enterprises of the Donetsk region was carried out. A comprehensive system of efficiency management of the process of forming the personnel of an industrial enterprise is justified. The model of complex diagnostics of the efficiency of the process of forming the personnel of an industrial enterprise, which consists of the sequential execution of three evaluation phases, is substantiated. During the first phase of diagnostics, it is recommended to assess the degree of performance of the performance criteria for each of the six stages of the process of forming the personnel of an industrial enterprise. The second phase of diagnostics consists in evaluating the efficiency of the enterprise's activities in implementing a rational correlation of absolute indicators, and the third phase is the implementation a reasonable ratio of relative indicators. The forecast scenarios for increasing the efficiency of the process of forming the personnel of an industrial enterprise are calculated.
