The dissertation presents a new solution to the scientific problem concerning the comparative legal analysis of the administrative law of Ukraine and the EU member states (Greece, Bulgaria, Spain, Romania). The peculiarities of administrative and legal status of public administration of Ukraine and Spain, Greece and Turkey are revealed. A comparative characteristic of the norms (sources) of administrative law of Ukraine and the EU member states (Greece, Bulgaria, Spain, Romania) is carried out. The common and distinctive features of the general understanding of the administrative law of Ukraine and Spain are revealed. The comparative and legal description of the tasks (functions) of the administrative law of Ukraine and Romania has been improved. It is revealed that the main difference between the principles of administrative law of Greece and Ukraine is that in Greece there is a principle of integrity of the subjects of public administration. It is proved that there are three bases for distributing the provisions of the European administrative law to the legal space of Ukraine: implementation by the European public administration and the national public administration of the provisions of the Association Agreement between Ukraine and the European Community; the implementation of certain EU regulations by national public administrations and the national public administration, which are directly related to the citizens of Ukraine; voluntary performance by the national public administration of certain administrative acts of the EU.
