Brodovska I. Forming of public ecological policy in the environmental use in Ukraine

The paper is devoted to the development of theoretical, methodological and practical provisions for institutions of environmental governance research, to explanation (grounding) of the necessity of macrosystem of public regulation mechanisms accounting and recommendations for the improvement of mechanisms of public regulation of natural resources based on the principles of sustainable development. Theoretical and methodological bases of state regulation of natural resources are developed through research and generalization of up-to-date problems of nature use, principles of their display, and influence on other social and economic areas. Conceptual approaches to the formation and functioning of institutions of environmental governance are developed. Methodology evaluation of correlation between the formation of the environmental situation and institutions of public regulation functioning. Foreign experience of environmental government regulation in the national models of social and economic development is generalized. Principles of indicators selection, criteria of social, ecological and economic efficiency of public institutions of environmental governance are explained. Recommendations for improving the processes of environment use on the basis of system development of government regulation institutions to ensure the integration of priorities of social, ecological and economic development are proposed. Structural and logical matrix that enables both quantitative and qualitative measurement of institutions of environmental governance for each environment (resource) are proposed for analysis for the institutions of environmental governance problems of nature use.
