The thesis is devoted to solving a scientific problem related to the improvement of the mechanism of public administration of scientific activity of scientific institutions of the Ministry of Internal Affairs of Ukraine on the basis of the development of conceptual, methodological and applied components.
In the thesis a process approach to the introduction of a grading system for remuneration of employees of scientific institutions of the Ministry of Internal Affairs system is developed for the first time, which, in contrast to the existing ones, substantiates the distribution of material incentives depending on scientific achievements, which will increase the efficiency of scientific research and publicize their results.
The mechanism of public administration of the scientific activity of the scientific institutions of the Ministry of Internal Affairs of Ukraine is improved, differs from other by tasks distribution on strategic, operational and tactical implementation of which is assigned to the relevant subjects, classified according to the hierarchical approach, which will increase the efficiency of such administration;
The methodological approach to assessing the scientific activity of scientific institutions of the Ministry of Internal Affairs of Ukraine is improved, which differs from the existing by list of criteria of assessment, which allows taking into account the specifics of scientific activity of these institutions.
Proposals for improving the legal and regulatory framework of public administration of scientific and scientific-technical activities are made by systematizing the main categories, which will increase the efficiency of public administration of scientific activity in general and the scientific institutions of the Ministry of Internal Affairs of Ukraine in particular.
The structure of interconnections between subjects and objects of the mechanism of public administration of scientific activity of scientific institutions of the Ministry of Internal Affairs of Ukraine, implementing the tasks of the said mechanism, has been finalized.
The substantive component of main categories (such as "public administration", "administration of scientific and scientific and technical activities", "public administration of scientific and scientific and technical activities", "administration mechanism", "mechanism of public administration", "administration mechanism of scientific and the scientific and technical activities"," the mechanism of public administration of scientific, scientific and technical activities"), which provided a holistic approach to improving the mechanism of public administration of scientific, scientific and technical activities of scientific institutions of the Ministry of Internal Affairs;
The classification of institutions of the system of the Ministry of Internal Affairs of Ukraine by its division into categories and subcategories, depending on the organizational structure and main activity profile, has been revised, which became the basis for improving the interrelations between subjects and objects of the mechanism of public administration of scientific activity of scientific institutions of the Ministry of Internal Affairs of Ukraine;
Diagnosis of state regulation of scientific activity in Ukraine was carried out, the results of which allowed to identify the main factors causing the negative consequences of such activities and to propose measures for its improvement at the state level;
Measures on state support as a tool of public administration of scientific activity in Ukraine are systematized, which is based on the foreign experience of the leading countries of the world and will increase the efficiency of implementation of public administration mechanism of scientific activity of scientific institutions of the Ministry of Internal Affairs of Ukraine.
